Yes it is safe, just remember that it is the tail end of hurricane and rainy season so you will probably have a good amount of overcast days during your stay. If you book it during Extravaganza Carnival expect to pay more for your accommodations. Grand Turk if you want to dive, Middle Caicos if you are into caving, Providenciales if you are just looking for a resort/tourist holiday.

It is at the moment very hot. If you like hot weather -- you'll get it! The position is that Providenciales suffered very little damage from Ike, but Beaches Resort on Grace Bay will be closed until November, so you will have to rule that out as a destination. Turtle Cove Inn is generally regarded as very good value for money http://www.hotels.com/property.jsp?property=269680&PSRC=INKT&utm_source=yahoo&utm_medium=feeds&utm_campaign=yahoo%2Bssp&mcid=yahoo.feeds.ssp.

So far I have been talking about Providenciales because that is really the only choice open to you in October, as Grand Turk, Salt Cay and South Caicos have been very badly hit, North Caicos far less so. As you will see from this link, it is going to take months to get everything together again. http://www.tcweeklynews.com/

However, Provo is fine, prices are lower in October because it is still out of season, and the crowds won't have arrived yet. Everything is up and running there and waiting to welcome you.

By the way, I'm curious about the Extravaganza Carnival another answer refers to. I've never heard of such an event in the years I've lived here!
